Sex offender requirements

MANHATTAN — The Second Circuit revived a convicted sex offender’s First Amendment claim challenging a requirement that registered sex offenders notify the Department of Emergency Services and Public Protection when they create a new email address, instant messenger address or other “internet communication identifier.”
