LITTLE ROCK, Ark. — A federal court in Arkansas ordered dismissal of claims that state Senator Stephanie Flowers used law enforcement to keep a constituent from communicating with her and from coming to the state Capitol. The constituent, a co-owner of a firearms training school, and the senator had met and disagreed about gun policy in 2013. The senator felt intimidated by an email the constituent sent in 2017 and alerted the sergeant at arms.
