LOS ANGELES — The SEC brought a federal complaint against a Los Angeles man it says skimmed $2.5 million from $18 million in fraudulent securities offerings.

Jay Belson is named as a defendant alongside Smarte Real Estate Investments Inc; Jack Rockman LLC; John Blackstone LLC; Residence at St. Ives LLC; and Bellagio Place Residence LLC.
