LOS ANGELES — The SEC claims in federal court that under the direction of its chief business officer, defendant Ruben James Rojas, 56, of Corona, Calif., the Montebello Unified School District sold $100 million in municipal bonds to public investors, while concealing that Montebello’s independent auditor had raised concerns about potential fraud and internal controls problems at the district.
