An appeals court in New York ruled the state failed to satisfy its constitutional obligation to provide students at eight school districts the opportunity for a “sound basic education." Despite the fact that these districts have a high percentage of at-risk students and have enhanced needs, they lacked a combined total of more than $1.1. billion, according to the court.
