Safety-net hospital discounts

BOSTON — The First Circuit declined to stay a preliminary injunction that blocks the Trump administration from no longer providing “safety-net” hospitals, which serve rural and low-income communities, with upfront discounts to purchase prescription drugs. The administration didn’t make a sufficient showing that it is likely to succeed on the merits under the Administrative Procedure Act. Motion denied.
