COMMUNICATIONS - J. Moore finds that the Public Service Commission properly denied Time Warner's application requesting an amended certification for Voice Over Internet Protocol, or VoIP, that would provide telephone service using the Internet to customers with residential cable subscriptions. The proposed expanded certification would likely have an adverse impact on the availability of local exchange service, the court ruled.
