WASHINGTON — A federal court in Washington declined to dismiss a suit asking the National Marine Fisheries Service to “engage in rulemaking to protect North American right whales from vessel collisions.” The population of right whales was 366 in 2019 but fell to 336 in 2020, according to the North Atlantic Right Whale Consortium.
