Retail Marijuana

Maine cannot use two criteria in the point matrix system it plans to use to award 20 licenses for retail marijuana stores, a federal court in the state ruled. The criteria give an advantage to the state’s residents over non-residents, and the state is unlikely to “succeed in justifying the residency preferences,” according to the court.
