Relocation fee

SAN FRANCISCO — A Ninth Circuit panel upheld the dismissal of a suit challenging the constitutionality of an Oakland, California, ordinance that requires landlords to pay relocation costs for tenants displaced by evictions when the property owners move back in. The fee is not an unconstitutional taking of property, the court ruled.
