COLUMBUS, Ohio — A three-judge panel in the Southern District of Ohio rejected intervenors’ request for a temporary restraining order to block certification of congressional elections conducted under a challenged redistricting plan, which they argue dilutes Black voting power. The request exceeds the scope of their intervention in the suit, the panel ruled.
