Red notice

MANHATTAN — The Second Circuit declined to revive emotional distress and due process claims against Interpol after it refused to delete a “red notice” identifying Oussama El Omari as a convicted criminal in the United Arab Emirates. El Omari had been ”wrongfully prosecuted on a variety of spurious charges before secretive tribunals.” Interpol has the same immunity extended to foreign sovereigns.
