Rare Cactus

WASHINGTON - The National Park Service refuses to do its nondiscretionary duty to protect two rare cacti - Sclerocactus wrightiae and Pediocactus winkleri - from cattle grazing in Capitol Reef National Park, the Western Watershed Project claims in Federal Court.
