OKLAHOMA CITY — The BNSF Railway sued the cities of Edmond and Davis, Okla., and the Oklahoma Corporation Commission, claiming the state’s “Blocked Crossing Statute,” limiting the time a railroad can block a road crossing, is pre-empted by federal law.
