HOUSTON — Motiva Enterprises claims in a federal complaint that BNSF Railway, CSX Transportation, Norfolk Southern Railway, and Union Pacific Railroad “made billions of dollars by fixing prices for fuel surcharges from July 2003 to Dec. 31, 2008.”
