WASHINGTON (CN) - Railroads that run intercity and commuter trains must analyze and mitigate the risk of fatigue when scheduling employee hours, according to new rules effective Oct. 15. The railroads also must submit the schedules and fatigue mitigation plans to the agency for its approval.
The new hours of service recordkeeping regulations will include maximum on-duty periods, minimum off-duty periods, and other limitations, for train employees (e.g., locomotive engineers and conductors) on commuter and intercity trains.
Railroads also will be required to keep hours of service records and report excess service to the agency, under the new rules.
