Quinceañera clash

NEW ORLEANS — The Fifth Circuit reversed the lower court’s denial of immunity to three San Antonio police officers accused of using excessive force against the attendee of a quinceañera that had devolved into a brawl involving about 50 people. The girl, then 14, had lost her top in the struggle and aggressively approached officers, yelling “Don’t touch me bitch!” before she was arrested. The appellate court lacks jurisdiction to review the grant of summary judgment in favor of the city, so that portion of the appeal is dismissed.
