Quasi Cannabis

A head shop claims Duluth enacted an unconstitutional ordinance banning sale of synthetic cannabanoids, including "K2." The shop claims "there is no reliable scientific evidence that synthetic cannabanoids have any psychotropic effect or post any health or safety risks to the public," in Minneapolis Federal Court.
