SAN FRANCISCO — A police sergeant and county district attorney’s office investigator are entitled to qualified immunity summary judgment on deprivation-of-liberty and conspiracy claims brought by a man who spent more than two decades in prison for a murder that another person confessed to on a 911 call, the Ninth Circuit ruled .
