SACRAMENTO - The Federal Trade Commission claims Patrick Freeman and his company, Hope for Car Owners, run websites that claim they can reduce monthly auto payments and rescue cars from repossession, but fail to provide the services and refuse to refund the upfront fees of $199 to $500, in Federal Court.
