SAN FRANCISCO — The California Supreme Court ruled that all public entity employers that exercise governmental functions are shielded from the labor code’s wage and hour provisions, as well as the Private Attorneys General Act’s civil penalties. The ruling arises from a lawsuit against a county health authority that allegedly did not properly account employees’ meal and rest breaks or overtime work.
