A federal court in California denied two protesters’ request to make the Santa Rosa police stop using “excessive force” during Black Lives Matter protests. The protesters, who were seriously injured after officers used tear gas and projectiles, failed to show the officers were “acting pursuant to a policy or custom of the municipality.”
