WASHINGTON (CN) - President Obama has ordered the creation of the Classified National Security Information Program to safeguard and govern access to classified national security information shared by the federal government with state, local, tribal and private sector entities.
In the order, the president lists the executive orders the program will implement, and directs the Secretary of Homeland Security, with consultation and concurrence by others, to create procedures for uniform implementation of the standards set out in the executive orders.
The level of access for state, local, tribal and private sector entities will be "Secret" unless otherwise decided on a case-by-case basis.
Generally, according to the new executive order, state or territory governors may be granted access to classified information without a background investigation. However, the governor may not delegate the access. Classified paperwork will generally be held by the Federal Government only.
