NEW ORLEANS — The Fifth Circuit vacated the lower court’s dismissal of a mother’s Genetic Information Nondiscrimination Act claim brought against the Dallas school district, ruling against its own unpublished precedent and finding that an absolute bar on parents proceeding pro se on behalf of their children would be contrary to federal law.
