ST. LOUIS — A police chief, city attorney and sheriff’s office enforcement major are entitled to qualified immunity on invasion-of-privacy claims relating to the release of redacted reports, the Eighth Circuit ruled. The reports pertained to an investigation into sexual misconduct by Josh Duggar, one of the stars of the television show “19 Kids and Counting.”
