ST. LOUIS — The Eighth Circuit tossed the Human Rights Defense Center’s lawsuit against an Arkansas county over its policy of only accepting postcards sent to detainees, effectively banning the nonprofit’s publications for prisoners. The policy “is rationally related to legitimate penological objectives,” as the evidence shows that the policy reduced avenues for contraband to enter the detention center.
