LAS CRUCES, N.M. — Correctional Care Solutions and nurses at the Eddy County Detention Center said a long-term pretrial detainee had "no needs" though he was carving swastikas on his chest, banging his head on a wall, naked, and "smearing feces," his guardian claims in federal complaint.
