Prior convictions

MADISON, Wis. — The Wisconsin Supreme Court ruled a defendant charged with operating while intoxicated who challenges a prior conviction still has the burden to show their right to counsel was violated even when the relevant hearing transcript from their prior conviction is unavailable.
