WASHINGTON (CN) - President Obama has extended for a year the state of emergency declared in Executive Order 13413 regarding the armed conflict in the Democratic Republic of the Congo (formerly Zaire) while waiving the prohibition on the provision of military support to that nation called for under the Child Soldier Prevention Act.
Executive Order 13413 was issued by then President George W. Bush in 2006 as part of an international effort to stabilize the country after its democratically elected government came to power that year. The order blocks the assets of persons -as identified by the State Department- engaging in armed conflict with the government of the Democratic Republic, that fall within the legal jurisdiction of the United States.
The Child Soldier Prevention Act of 2007 was designed to encourage governments to stop using child soldiers in their armed forces and government-supported militias by blocking the provision of military education, training and financing by the United States.
President Obama has invoked a section of the 2007 act that waives the prohibition of such support if the president determines that it is in the best interests of U.S. national security to do so. In addition to the Democratic Republic of the Congo, Obama also waived Chad, the Sudan and Yemen from the prohibitions of the Act.
