Two Black-owned business groups that were denied entry into Illinois' marijuana dispensary lottery are suing the state for only qualifying 21 politically connected companies to receive 75 licenses worth more than $1 billion throughout the state. The unsuccessful applicants say they don't have any recourse to challenge process, which gave the chosen companies an inherent advantage.
