A Jane Doe claims in federal court that longtime Columbus, Ohio police Officer Andrew K. Mitchell, raped her twice while on duty, and that he has been federally charged with “depriving victims of their constitutional rights while acting as an officer ‘by kidnapping them under the guise of an arrest and forcing them to engage in sex for freedom.’”

COLUMBUS, Ohio — A Jane Doe claims in a federal complaint that longtime Columbus, Ohio, police officer Andrew K.
