As a man chivalrously tried to retrieve a woman’s shoes from Huntington State Beach at closing time, a Huntington Beach police officer shouted “Stop resisting!” before he was even near him, then strangled him, bursting blood vessels in both eyes, the man claims in a federal complaint against the city and the officer.
