Police Trainer Solicited Kickbacks in Kabul

(CN) - A man who trained police officers in Afghanistan on a State Department contract pleaded guilty to soliciting kickbacks in return for contracts under the $1.4 billion Afghanistan Infrastructure Rehabilitation Project. Bryan Lee Burrows, 42, of Wagoner, Okla., worked in Kabul for about 4 months this year with Civilian Police International.

Civilian Police International contracts with the State Department to recruit and develop police officers in Iraq, Afghanistan and Kosovo.

Burrows admitted in Alexandria, Va., Federal Court that he conspired with others to solicit kickbacks from private security vendors in return for contracts to guard federal employees implementing the $1.4-billion Afghanistan Infrastructure Rehabilitation Project, the Department of Justice said Thursday.

Burrows pleaded guilty to one count of conspiracy to solicit a kickback, which carries a maximum penalty of 5 years in prison and a maximum fine of $250,000. A sentencing date has not been scheduled.
