SACRAMENTO, Calif. — A federal court in California declined to dismiss a supervisory liability claim and a conspiracy claim brought against the city of Vallejo and certain police officers by the family of Willie McCoy, a 20-year-old rapper whom officers killed by firing 55 rounds at him after they found him unconscious in the driver’s seat of a car outside a Taco Bell.
