A reasonable juror could find that Huntington Beach police officer Eric Esparza was negligent when he shot a man seven times, the Ninth Circuit ruled. The officer should have known the man was mentally ill and failed to escalate the situation.

SAN FRANCISCO — A reasonable juror could find that Huntington Beach police officer Eric Esparza was negligent when he shot a man seven times, the Ninth Circuit ruled. The officer should have known the man was mentally ill and failed to escalate the situation.
