The Ninth Circuit upheld a ruling in favor of the City of El Cajon, California, and a police officer in a suit brought by the father of a Ugandan immigrant who was shot to death by the officer in 2016. The father failed to claim the officer acted with a purpose to harm that was unrelated to the “legitimate law enforcement objective of defending himself.”
