While the San Diego County city of El Cajon on Friday dodged a civil rights complaint filed by the father of man who was fatally shot by a police officer, a federal judge found the officer is not entitled to qualified immunity and must face the father’s claims.

SAN DIEGO – While the San Diego County city of El Cajon on Friday dodged a civil rights complaint filed by the father of man who was fatally shot by a police officer, a federal judge found the officer is not entitled to qualified immunity and must face the father’s claims.

The judge gave the father leave to amend his complaint as to the city.
