Police scandal docs stay sealed

SACRAMENTO, Calif. — The federal judge presiding over an excessive force lawsuit over Vallejo police officers’ killing of William McCoy, a 20-year-old rapper shot and killed after police found him sleeping in his car with a pistol in his lap, declined to unseal certain documents that were filed with the court. The family says the materials concern police corruption and a “badge-bending” ritual that rewards killing citizens, while the city argued the plaintiffs sought to promote further public scandal.
