Police restraint killed suspect

PHOENIX — The Ninth Circuit held an Arizona federal court properly denied qualified immunity to Phoenix Police Department officers after a foot chase in which officers used excessive force by applying a “RIPP hobble restraint” that bent the suspect‘'’s body into a hogtied position while he was face-down in a police vehicle. While left in that position, the suspect became unresponsive and was later pronounced dead. The panel held that the restraint exerted significant pressure on the suspect’s chest, restricting his ability to breathe.
