NEW ORLEANS — The Fifth Circuit denied immunity to a Texas police officer who allegedly ordered a woman to expose her breasts and spread her vagina so he could masturbate in front of her, finding it was an “outrageous abuse of power” that violated the woman’s right to bodily integrity.
