Pilot’s License

The Coast Guard must administer to a professional mariner the written examination required to become a registered pilot under the Great Lakes Pilotage Act, a federal court in Washington ruled. The mariner claimed the Coast Guard violated the Administrative Procedure Act by misreading a “minimum trips” requirement and insisting that a positive recommendation from a pilot association was required before he could take the exam.

WASHINGTON — The Coast Guard must administer to a professional mariner the written examination required to become a registered pilot under the Great Lakes Pilotage Act, a federal court in Washington ruled. The mariner claimed the Coast Guard violated the Administrative Procedure Act by misreading a “minimum trips” requirement and insisting that a positive recommendation from a pilot association was required before he could take the exam.
