MANHATTAN – A man whose two dogs were seized and euthanized has adequately pleaded a Fourth Amendment claim against the Humane Society of Wayne County, in Lyons, New York, the Second Circuit ruled , finding that the Humane Society was acting in concert with the state when it participated in the seizure of the animals.
