Paradise Locked

The NAACP has sued the San Francisco Bay Area city of Palo Alto claiming its 1,400-acre Foothills Park is “a gated paradise that unconstitutionally excludes nonresidents” and a throwback to “an era when racial discrimination in and around the city was open and notorious.
