HAGATNA, Guam — The Supreme Court of Guam upheld a ruling against a police officer who sought to be placed on paid leave or be paid double for working throughout the Covid-19 pandemic, finding a closure of an employee’s working facility is a “predicate condition” for paid leave under the territory’s administrative rules.
