Protesters arrange roses for a monument honoring the 1,116 Philadelphia men and women who overdosed in 2018. The crowd gathered Thursday outside the Philadelphia courthouse where a federal judge heard arguments in a lawsuit to block what would be the country's first safe injection facility. Envisioned by the nonprofit Safespace, the facility would have medical staff on hand to assist should drug users overdose there on street-bought heroin or fentanyl.
