STRASBOURG – Forcing a catheter into a DUI suspect for the purpose of obtaining a urine sample – after blood samples had already been taken – amounted to inhuman and degrading treatment, the European Court of Human Rights ruled Tuesday, ordering Hungary to pay the man nearly $14,000 in damages.
