CONSTITUTION, ATTORNEYS - Attorney John Coburn Rich was convicted of disorderly conduct for making too much noise during an argument with a police officer in a courthouse. The Oregon Court of Appeals found that the enforcement of the disorderly conduct statute did not violate Rich's free-speech rights. Witnesses who overheard the defendant's speech testified about its volume, location and other elements that were not content-based.
