PHOENIX — An appeals court in Arizona remanded for further proceedings a suit brought by two nonprofits and three residents claiming some members of the state Legislature violated the Open Meeting Law. The plaintiffs argued that 26 members who planned to attend a conference hosted by the American Legislative Exchange Council constituted quorums of certain legislative committees.
