A California appeals court upheld a ruling against advocacy groups challenging the state’s issuance of 213 permits to drill new oil wells in Kern county. The state Department of Conservation did not violate the California Environmental Quality Act, the court ruled, because the project approvals were ministerial and did not require an environmental review.
