ENERGY - The Public Utilities Commission approved a power company's plan to recoup $24 million from ratepayers for the research and development costs that went into a power plant's design. The Ohio Supreme Court ruled that the electric-distribution utility may recover some, but not all, of the building costs. Remanded.
